Instructions

- Mix Dry Ingredients and Butter: In a large mixing bowl, combine the chilled, cubed unsalted butter, all-purpose flour, and salt. Using your fingertips, rub the mixture together until it feels like wet sand, which helps incorporate the butter evenly for a tender cookie texture.
- Add Sweetened Condensed Milk: Pour in the sweetened condensed milk and gently mix with your hands until the dough just comes together. Be careful not to overmix as this can toughen the cookies; a soft, cohesive dough is the goal.

- First Sugar Coating: Allow the cookies to cool for about 5 minutes. While still warm, gently roll them in icing sugar to create the initial sugary coating that will help the outer texture set.
- Cool Completely and Second Sugar Coating: Transfer the sugar-coated cookies to a wire rack to cool fully. Once cooled, roll the cookies again in powdered sugar to achieve the characteristic thick, snowy finish that defines these delicious treats.
